Spain's Vice President María Jesús Montero defended a unique fiscal agreement for Catalonia in the Senate, accusing the opposition PP of "fiscal populism" and lacking a reform proposal.
The deal, between PSC and ERC, allows Catalonia to collect its taxes and pay a solidarity quota to the state, similar to the Basque and Navarrese systems.
Critics argue it could create inequality among regions.
