The Popular Party (PP) leader, Alberto Núñez Feijóo, accused Sánchez of attempting to distract from corruption allegations involving his wife.
Meanwhile, government allies found the measures insufficient, calling for more ambitious reforms.
The plan's implementation now depends on negotiations with parliamentary groups, led by ministers Félix Bolaños and Ernest Urtasun.
