Emergency operators at the 112 call center were inundated with calls from early morning, as residents reported rising waters, trapped individuals, and desperate situations.
The operators, unable to see the chaos, could only listen to the harrowing accounts of people clinging to survival.
By midday, the severity of the situation was clear, with hundreds of calls indicating life-threatening conditions.
Despite the overwhelming volume of calls, the emergency response was hampered by technical issues and delays in communication.
The tragedy resulted in 221 deaths and left tens of thousands affected, highlighting the urgent need for improved emergency response systems.
