This initiative, discussed at the Conference of Regional Presidents in Santander, also includes a partial debt forgiveness plan for autonomous communities, a measure initially agreed upon with Catalonia.

The government is urging regions to collaborate on a new financing model that ensures equitable resource distribution.

However, the proposal has met resistance from some regions, particularly those led by the Popular Party, who criticize the special financial arrangements for Catalonia.

Additionally, Sánchez has called for a responsible and science-based migration policy, with specific attention to the distribution of unaccompanied minor migrants.

The government plans to allocate 223 million euros to enhance healthcare solutions using artificial intelligence, further emphasizing the need for regional cooperation in these initiatives.
